FROM PROPOSITION TO DEMONSTRATOR

Ambitious in purpose.
Practical in execution.

North Staffordshire 14–25 does not ask anyone to fund a finished system on faith. It proposes a bounded discovery phase, clear decision gates and an independently evaluated demonstrator.

WHAT WE ARE PROPOSING TO TEST

One place.
One coherent demonstrator.

Test the connected model—not every possible feature. Begin small enough to learn honestly and substantial enough to produce meaningful evidence.

01

A defined learner cohort

A mixed group across the 14–25 journey, with particular attention to learners underserved by existing transitions.

02

Six exemplary challenges

Fully resourced, mapped and moderated challenges across several employment pathway families.

03

Participating institutions

A bounded partnership of schools, college, university, employers and community organisations.

04

My Space prototype

Portfolio, evidence, Socratic coaching, protected cognition and explainable horizons.

05

Recognition pathway

An awarding-organisation partnership exploring credible Level 1 and 2 recognition, with Level 3 as a later horizon.

06

Independent evaluation

Baseline, implementation, outcomes, equity, cost, manageability and lessons for possible scale.

WHAT THIS IS NOTA national rollout · a replacement for existing institutions · an untested new qualification · another mandatory technology platform · a promise made before evidence

A PHASED ROUTE TO REALITY

Each stage earns
the right to continue.

Select a phase to inspect its purpose, work and decision gate.

12–16 WEEKS

Discovery and feasibility

Establish whether the educational, institutional, technical, regulatory and financial conditions exist to proceed.

  • Confirm learner need and target cohorts
  • Map current provision and technology
  • Secure initial partners and accountabilities
  • Appraise accreditation and recognition options
  • Define evaluation, cost and risk
DECISION GATE 01Proceed · revise · pause · stop

Only proceed when the partnership has an agreed demonstrator specification, costed plan and credible evidence strategy.

ACCREDITATION AND CURRENCY

Build trust
before scale.

The discovery phase should appoint or identify an awarding and accreditation partner. The first task is not to invent another qualification, but to determine the most credible way for challenge evidence to acquire recognised currency.

Content, assessment and public confidence must develop together.
START HEREExisting recognition

Map evidence into current courses, portfolios, applications, interviews and established awards.

EARLY DEVELOPMENTLevels 1 and 2

Explore units, endorsed programmes, microcredentials, portfolio awards or regulated qualifications with an awarding organisation.

AFTER EVIDENCELevel 3

Proceed only after reliable delivery, assessment, moderation, manageability and progression value are demonstrated.

Every route must answer:What knowledge is assessed? What evidence is authentic?Who sets and marks it?How is it moderated? How is AI use governed? What will the award mean?

TECHNOLOGY WITHOUT REINVENTION

We are not inventing
another platform.

We are innovating with capabilities that already exist—connecting them around a coherent educational purpose and a learner-controlled experience.

WHO CARRIES ACCOUNTABILITY?

A collaboration with
visible governance.

The proposed collaborative is a shared mechanism—not necessarily a new institution.

WHAT WILL WE LEARN?

Evidence before advocacy.

The demonstrator should be independently evaluated against explicit questions—not protected by enthusiasm.

LEARNING

Is subject knowledge retained and applied more effectively?

Examine learning gains, transfer across contexts, quality of reasoning, authenticity of evidence and the reliability of capability judgements.

THE PARTNERSHIP AND INVESTMENT ASK

Fund the questions
before funding the answer.

The immediate proposition is a discovery partnership—not a commitment to the full multi-year model.

WE ARE SEEKING SUPPORT FOR
  • Convening national and regional partners
  • Policy and regulatory guidance
  • Alignment with Skills England priorities
  • Identifying an awarding organisation
  • Access to relevant expertise and evidence
  • Permission to test within appropriate frameworks
WE ARE SEEKING INVESTMENT IN
  • Discovery and feasibility
  • Challenge design and teacher release
  • Learner and employer co-design
  • Challenge Library and My Space prototypes
  • Independent research and evaluation
  • Accreditation development and governance

THE NEXT PRACTICAL STEP

Is North Staffordshire ready
to discover what it could build together?

The proposition is ambitious. The next step is deliberately practical: a bounded discovery phase to establish whether we should design, test and evaluate it together.
